In recent guidance, the Centers for Disease Control and Prevention (CDC) has advised school districts to help prevent the spread of COVID-19 as a part of their reopening plans, including the requirement of wearing masks. Wearing a mask can be challenging for some students, teachers, and staff, especially those students with special educational or other healthcare needs. And in some instances, such as a child with a disability and extreme sensory issues who cannot tolerate wearing a mask in school or at all, it is recognized that enforcing a mask requirement could impede the child’s ability to receive the FAPE required by Section 504 and IDEA. BUSD will therefore make reasonable modifications in our policies, practices, or procedures—including any addressing the use of masks—when those modifications can be made consistent with the local health orders and the health, safety, and well-being of all students and staff, and are necessary to avoid discrimination on the basis of disability.

However, current Los Angeles County Public Health Guidelines do not allow for students to be in a classroom with other students without wearing a mask or other approved face covering to protect the health and safety of students and employees.

If your child in on an IEP or 504, and has challenges wearing a mask related to their disability, or has a doctor’s note indicating your child cannot wear a mask during in-person instruction, please see the steps outlined below.

1. Contact your case manager (for students on IEP’s), school nurse or the school administrator and provide documentation regarding the reason why the student cannot wear a mask (documented disability, doctor’s note). For students on an IEP, the IEP may be used as documentation, if appropriate.
2. School staff will meet with you (administrator, special ed case staff, and school nurse) to review your child’s needs and whether modifications and/or accommodations can be made that are consistent with public health guidelines.
3. If the staff is able to provide modifications and/or accommodations, then those will be documented and the school team will work to provide those modifications.
4. If the staff is unable to provide modifications and/or accommodations in accordance with public health guidelines, then it may be recommended that your child continue with Distance Learning until such time as masks are not required.

We want to reiterate that our staff is already successfully working with students and helping them learn to follow health and safety guidelines as well as provide accommodations like mask breaks (outside) and other techniques to assist students who have challenges wearing masks.

NOTE: A parent or guardian must complete the form if the student is under 18 years of age. By registering, all parents/staff will receive an email with their or their child's COVID-19 testing results.

If an individual tests positive at the clinic, they will need to begin isolation and notify their school nurse. Please be aware of the following regarding mask requirements:

Effective February 15th, we must follow the latest updates: Health Officer Order

• This Order no longer requires masking while outdoors at K-12 Schools, Youth Sports, or Childcare settings. Masking is still recommended at crowded outdoor events.

Students and staff in all BUSD schools and offices are required to wear masks indoors. We will continue to send updates as soon as we receive new guidance from public health.

We will implement the new guidelines as soon as LACDPH updates them. LACDPH has stated that once the number of coronavirus-positive patients hospitalized in Los Angeles County has dropped below 2,500 for seven consecutive days, they will lift the face-covering requirement for outdoor spaces at K-12 schools and child care settings.

For indoor mask requirements, LACDPH has stated they will not lift the requirement for K-12 schools until one of the following two conditions are met:

1. The county needs to record two straight weeks of “moderate” coronavirus transmission as defined by the U.S. Centers for Disease Control and Prevention (daily cases below 730); or
2. COVID-19 vaccines must have been available for children ages 6 months to 4 years for eight weeks.

BUSD Student Mask Information & Progressive Discipline (Revised 1-7-22)

According to Los Angeles Department of Public Health (LADPH) guidelines, masks are currently required both inside and outdoors (including breezeways and hallways) to help prevent the spread of COVID-19. Students and staff who need accommodations regarding face masks should refer to the BUSD Guidelines on Masks for Students with IEP’s or Medical Exemptions (BUSD SPED Mask Guidelines).

As guidance changes, we will update our policies.

What type of mask is recommended?

LADPH strongly recommends but does not require that students wear upgraded masks which at a minimum are well- fitting, non-cloth masks of multiple layers of non-woven material with a nose wire. Nothing in this protocol requires that the school provide upgraded masks to its general student population, but BUSD has surgical masks available to all students upon request. Parental preference should be respected as to  the level of PPE the student wears. However, universal masking with some appropriate type of face coverings is still currently required for both indoor and outdoor settings on the school campus.  Exceptions would include when actively eating or drinking and in outdoor settings where physical distancing can be reliably maintained.

Do not use masks that:

• Are made of loosely woven
• Are made of a fabric that is hard to breathe through such as vinyl, leather, or
• Have valves, vents, or

o Exception: The CDC states that a NIOSH-certified N95 respirator with an exhalation valve can be used.

Bandanas and scarves are not allowed (unless you wear a mask underneath).

Why wear a mask?

Public health guidelines indicate that covering your nose and mouth can slow the spread of COVID-19 because:

• Individuals can be contagious before the onset of symptoms. You may be contagious and do not know it. If you have covered your nose and mouth, the mask acts as a barrier to prevent the spread of infectious diseases to
• We touch our faceless when our face is covered. Touching your face increases your chances of getting sick with COVID-19.

When should I wear a mask?

You are asked to wear a mask over your nose and mouth when you are in public, at work, or on a BUSD school site or facility whether you are indoors or outside or in hallways. Wearing a mask does not eliminate the need to physically distance yourself from others and to wash your hands frequently.

What will be the school discipline for students refusing to wear a mask or follow health and safety guidelines? (parent of students requiring accommodations should contact the school nurse or administration)

• Students not following health and safety guidelines, will receive a reminder and/or warning for the first offense (Depending on the age and maturation of the student, students may need several reminders regarding health and safety guidelines like wearing their mask properly. Furthermore, different schools may use different alternative means of correction depending on their individual sites and resources.)
• If a student refuses to comply with health and safety guidelines, then the teacher will inform parents by email.
• If a student continues to defy guidelines, then the teacher or staff member will send an office referral to the administration.
• The student will receive a warning and consequence such as detention, Saturday School, or other means of
• If the student continues to defy masking rules, the administration will meet with students and parents and have them sign a contract indicating they have been warned and ongoing refusal to follow health guidelines may result in other means of correction, class suspension, in-house suspension, or school suspension. (If parents and students refuse to sign the contract, then the student will be placed on Independent Study.)
• After signing a contract, if a student continues to refuse to wear a mask, the student will be placed in Independent Study for ongoing refusal to follow health and safety

Dear BUSD Students, Staff, and Parents:

People with COVID-19 have a wide range of reported symptoms from mild symptoms to severe illness. Symptoms may appear 2-14 days after exposure to the virus that causes COVID-19.

Symptoms can include

• Fever or chills
• Cough
• Shortness of breath or difficulty breathing
• Fatigue
• Muscle or body aches
• Headache
• New loss of taste or smell
• Sore throat
• Congestion or runny nose
• Nausea or vomiting
• Diarrhea

This list does not include all possible COVID-19 symptoms. Children and adolescents with the virus that causes COVID-19 may experience any, all, or none of these symptoms.

Check your child and yourself for these symptoms before going to school or work. Check symptoms for changes from usual or baseline health.

If your child DOES have any of the symptoms above:

• Keep them home from school
• Get your child tested for COVID-19.
• Contact your child’s school and report that your child is sick. The school may ask some additional questions to help determine when it is safe for your child to return to school and about other people who may have been exposed.
• CDC has a Coronavirus Self Checker* available on its website, which may help you make decisions about seeking medical care for COVID-19
• If your student has received the COVID-19 vaccine, please send your proof of vaccination to your school nurse to update your immunization records
